The bylaws are the operating rules for the organization, based largely on Idaho nonprofit statutes, which require membership vote to change. New bylaws, approved by the RESS attorney and voted on by the membership, were passed in August 2007.

The policies are rules unique to RESS that can be changed by board vote alone. They are flexible to the changing needs of RESS as the organization evolves because they can be changed instantly. Rev. August 2007.
